OPEVAL (DOD): The test and analysis of a specific end item or system, insofar as practicable under Service operating conditions, in order to determine if quantity production is warranted considering: a. the increase in military effectiveness to be gained; and b. its effectiveness as compared with currently available items or systems, consideration being given to: (1) personnel capabilities to maintain and operate the equipment; (2) size, weight, and location considerations; and (3) enemy capabilities in the field.
