Born in Philadelphia, Pennsylvania, LCRD Buggy enlisted in the Navy in 1943.
After serving on various ships, LCDR Buggy attended Officers Candidate School at Newport, Rhode Island in 1956, and received his Commission.
As his initial assignment, LCDR Buggy served aboard the USS ALBANY (CA-123) as Fire Control Officer.
From June 1958 to July 1959, LCDR Buggy served as Executive Officer of the USS Weatherford (EPC-618), and then as Commissioning Officer of the WEATHERFORD from June 1959 to October 1960.
After a tour in Operations and Plans at Key West, Test and Developmental Detachment, LCDR Buggy joined the precommissioning team of the USS CONYNGHAM (DDG-17) and served as Weapons Officer once the ship was commissioned.
In 1964, LCDR Buggy was assigned to the USS PUTNAM DD-757 as Executive Officer, following this tour LCDR Buggy was attached to the Bureau of Naval Personnel in Washington, D.C.
In September 1968, LCDR Buggy assumed command of the USS SAVAGE. He was relieved of command 17 October, 1969.
